I’ve just checked with one of the team and the best way to get them manually is by going to https://translate.wordpress.org/projects/wp/dev/en-au/default and at the bottom of the page Click Export for both the Portable Object Message Catalog (.po) and Machine Object Message Catalog (.mo) files from the dropdown.

Can you add a link to just the .mo file, so people don’t have to download and extract it from the entire WP install archive?
